WIOA Notices of Proposed Rulemaking Released

Announcing release of the WIOA Notices of Proposed Rulemaking on Federal Register Public Inspection

The Federal Register posted five Notices of Proposed Rulemaking (NPRMs) implementing the Workforce Innovation and Opportunity Act (WIOA) on its Web site for public inspection, https://www.federalregister.gov/public-inspection, which offers a preview of documents scheduled to publish soon in the Federal Register.  These five NPRMs are scheduled to publish on April 16, 2015.

  • Workforce Innovation and Opportunity Act; Joint Rule for Unified and Combined State Plans, Performance Accountability, and the One-Stop System Joint Provisions; Notice of Proposed Rulemaking (joint NPRM with the Departments of Education (ED) and Labor)
  • Workforce Innovation and Opportunity Act; Notice of Proposed Rulemaking (Labor only)
  • Programs and Activities Authorized by the Adult Education and Family Literacy Act (Title II of the Workforce Innovation and Opportunity Act) (ED Only)
  • Workforce Innovation and Opportunity Act, Miscellaneous Program Changes (ED Only)
  • State Vocational Rehabilitation Services Program; State Supported Employment Services Program; Limitations on Use of  Subminimum Wage (ED Only)

Developing and issuing all five WIOA NPRMs in a coordinated manner reinforces WIOA’s heightened emphasis on collaboration to ensure an integrated and seamless service delivery system for job seekers and employers.

Please begin reviewing the proposed rules now.  Once they are formally published in the Federal Register, you are welcome to provide comments in accordance with the process outlined in the NPRMs, including by visiting http://www.regulations.gov.  The comment period will be open for 60 days, and will close on June 15, 2015.

Comments may only be submitted after formal publication in the Federal Register; any comments not received through the processes outlined in the NPRMs will not be considered by the Department.
